The Sky Blue Low Driver Type is introduced in the JNR 103 series of
Rokhan.
It is a number that has been active in Tokyo and other areas after working in Kyoto, Osaka and Hyogo. By combining with the "T022-2 Sky Blue 3-car additional set" sold separately, it is possible to reproduce the 7-car train that used to be active in the Keihanshin Local Line.
