This amazing old doll is a bit of a mystery. He was probably made towards the end of the Victorian era, circa 1890's/1900 and it is possible that he was modelled on a member of the royal family because he has a look similar to the Farnell cloth dolls of George VI and Edward VIII as young men, but he is almost certainly not British made.  
I am fairly sure of this because his arms (which are partly composition and partly papier mache) have the paper taken from French newspapers - please see the photos of his upper arms for details.

The doll appears to be well made, with a hand painted face and jointed head;  movable limbs and the clothes are made from quality fabrics. A shoe is missing, as is his hat. 

I took advice from a doll specialist working at a reputable auction house  and I have based my asking price on the lower end of her auction estimate.
