This is a really heavy duty and good quality hole punch from around the 1960s.  The punch has a lever that will switch between holes that are 7 cm (2.75") and 8 cm (3 3/16") apart.  The punch does not have any wear or damage.

(If you do choose the priority mailer, note that the whole punch fits securely in a shipping box that fits inside the padded mailer. This will protect it during shipment.)
