The cell phone signal booster can't create any signal, it will only boost what it can receive from cell tower. If the outside signal is less than 2 bars, it won't boost the signal for your phones.
These things are absolutely critical for the cell phone signal booster to work:
1. Make sure the Outdoor Yagi Antenna is above 15ft off of ground and aims at your carrier's tower, can receive 2-5 bars of stable signal at the place where it's installed
2. Make sure the indoor antenna is above 28ft away from outdoor antenna and a wall between them. Don't make the outdoor and indoor antennas aim at each other
3. Don't plug it in till the final step
