The duck signals an incoming call with a noise and the lighting of its eyes. The Cult Doctrine was manufactured by the Telephone Company in Taiwan and distributed in early 1975 by the CTG Company (Columbia Telecommunications Group New York) in the United States.

***Tested*** Yes, it "quacks" as a ringer and the eyes light up red. Still functioning with static noise interference, was only not able to make outbound call. Since it’s a vintage phone would suggest item to be purchase more for display purposes than a fully daily functional phone.
