This listing is for a women's skirt from Old Navy.  It is a size M.  This black and white skirt's measure from top to hem is 18.5"   The shell is 100% cotton, while it is completely lined with a black polyester lining. It has a wide, gathered, elasticized waistband that has a flat measure of 15", but, of course, has lots of stretch too; the lower 6.5" of the skirt may be considered a "ruffle", but it doesn't really look like it -- you have to be looking for that add-on. 
So cute!! The white flowers on the black background are really tiny.

Please note: My camera's lens is scratched and it makes some items (particularly dark colors) appear to have a faded spot.  This skirt/liner does NOT have a faded place.  :)
