This fixture is made of chromed steel, a 3 bulb bathroom vanity or over a mirror wall mounted light fixture.

Lucite ribbon loops  going across the light bulbs act  as a diffuser 

It takes 4 candelabra base type G (globe) light bulbs maximum 40 watts ( used light bulbs are not included usually they do not survived the journey).
This fixture would be a great candidate for modern LED bulbs greatly reducing heat and electrical consumption while still enjoying its beauty.
No mark or label -probably made in the 1960’s-80. 
Working, back panel is designed to mount over an electrical junction box in the wall for connection to a power controlled by a wall switch.
It measures 24” wide x 4.50" tall x 4.75 ” deep/ projects from the wall.

It weighs 2.25 lbs. unboxed
