This classic true vintage piece is from Beautiful Day Records & Tapes in Racine, Wisconsin. I was employed there as a young kid from the mid to late 1970's. Not only did we press T-shirts with custom latex iron on's with various bands and head-shop paraphernalia logos, we would also get promotional clothing as well.
This T-shirt is from 1978 with the release of Reo Speedwagon's album "You can tune a piano, but you can't tuna Fish".
The latex image has sparkly glittery trim. Very well-made Raglan jersey T-shirt. See pics

It is labeled a size small, but has shrunk to an extra small:
Pit to pit - 16.5"
Length - 20"

Because of the shrinkage, this would be considered a "Baby T"
