This is a vintage Tyrolean hunters style wooden smoking tobacco pipe with wind cap.  We cannot see a makers mark on the pipe .  The metal pipes wind cap clasp shuts and the hinge is in working order.  We are no experts on pipes so please do look at the photographs carefully but it certainly seems complete
