Here is an award or souvenir paperweight captioned "Maj. Nicholas J. Rifkin Lowery AFB". It also features a faded scene of a historic building in the center - it appears to be a capitol building or an administration building, but I cannot identify it. The paperweight measures about 3 inches in diameter and is about 5/8th inches deep. There is some light dirt as well as the fading. Please see the pictures and ask any questions.
