The Auction:

This is a complete SPECIALIZED set of three 3¢ definitive stamps FVF and MNH. It contains all non-error printing varieties of Scott number 2170 Paul Dudley White MD.

The stamps are from the huge SECOND GREAT AMERICANS series, which ran from 1986 to 1994. The colors are bright, the perfs are complete and the stamps are fresh from sheets.

PD White was printed on the A press and was issued Sept 15, 1986. The bullseye perf. 11 stamps were released in panes of 100 with Copyright, Zip and one corner Plate Number. They were commonly used as a rate change stamp with 22c to meet the new 25c rate. The Philatelic Sales Division withdrew them from sale Aug 31, 1991.

Untagged 2170a were printed on the C, D or F Press and they reappeared in late 1994. They were again used as a rate-change stamp with 29c to make the 32c rate. Dull type IIIn gum was found first soon followed by striated shiny gum. All White stamps were withdrawn from sale by March 31, 1999. The 3c Eastern Bluebird issue was the replacement.

The block tagged stamps were used in a nationwide scam during the late 1980s. Unscrupulous people were defrauding the USPS by mailing First Class letters with just one or usually two 3c White stamps. They reasoned that if the letter was delivered then the system worked and thus was legal.

Many such letters slipped through the cracks and people anxious to try it sent mail for a mere 6c. False franked envelopes from this period are worth saving. The letters often bear a red FIRST CLASS MAIL hand stamp on the cover. USPS soon responded with new policy to remove tagging from low value stamps below 10c. The change prevents it from happening today.
