The Auction:

This auction is for one Scott Catalogue number O136 Official Mail USA 22c stamp FVF and MNH. It is the scarce dull finish gum variety with large block tagging.

The tagged 1985 Great Seal is perf. 10 vert. There is a small amount of ink offset on the gum noted for accuracy. It was originally issued in great quantity on shiny gum paper (not included).

They can only be used by certain government agencies. The "Penalty for private use $300"
